URGENT NOTICE: Deadline Approaching! Register with PERKESO to Avoid Legal Consequences

The Social Security Organisation (PERKESO) administers three acts:

  • the Employees' Social Security Act 1969 (Act 4),

  • the Employees' Insurance System Act 2017 (Act 800), and

  • the Self-Employed Social Security Act 2017 (Act 789).

Under Act 4 and Act 800, all employers with one or more employees must register with PERKESO.

Failure to comply with registration can lead to legal actions, including prosecution in court. If convicted, employers may face penalties of:

  • up to two years imprisonment,

  • a fine of up to RM 10,000.00, or

  • both.

PERKESO is going to conduct a significant operation called OPS KESAN PERKESO 2023, aimed at verifying the registration status of eligible employers starting from 1 July 2023.

What does this mean for employers who have not registered with PERKESO? Let's find out.

Before the nationwide implementation of OPS KESAN PERKESO 2023, PERKESO has launched an 'Amnesty Month' from 2 May 2023 until 30 June 2023.

This means that PERKESO will exempt the Late Payment Contribution Benefit (FCLB) from employers who have not registered with SOCSO but registered between 2 May to 30 June 2023.

This exemption applies to registration under both:

  • the Employees Social Security Act 1969 (Act 4) and

  • the Employment Insurance System Act 2017 (Act 800),

During this Amnesty Month, employers are encouraged to voluntarily register through the ASSIST Portal, visit the PERKESO offices nationwide, or check out the official PERKESO website ( for information on registration procedures and contribution payments.

任何被发现没有注册的雇主,PERKESO 都可以采取对付行动。倘若被起诉,一旦定罪,可判处:

  • 2年的监禁;或

  • 最高 1万令吉的罚款,或

  • 两者兼施。
